California e-bike voucher program opens today: Here's how to apply

The California E-Bike Incentive Project, which offers a voucher up to $2,000 towards the purchase of a new e-bike, begins accepting applications Thursday.

The program seeks to expand and promote zero-emissions transportation options in the state, keeping in mind "residents who need the boost the most," officials with the California Air Resources Board (CARB) said. 

The project is partnered with more than 20 community-based groups that will conduct outreach and provide application assistance, according to the board.

Transportation experts say electric bikes are a greener alternative to vehicles, and for commuters, they promote exercise and allow for traveling longer distances than traditional bicycles.

Here's what you need to know. 

Who can apply? 

California residents ages 18 and up who meet income requirements are eligible.

Priority applicants must have an annual household income below 225% of the federal poverty level, or $33,885 for an individual, to receive the full amount.

Those who make less than 300% of the federal poverty level, or $45,180, are eligible for the base incentive voucher worth $1,750.

Applicants also receive priority status if they reside in a disadvantaged or low-income community as defined by the California Office of Environmental Health Hazard Assessment and the CARB.

How can I apply? 

Applications are available online beginning 6 p.m. PST on Thursday, Dec. 18, and are processed on a first-come, first-served basis.

Paper applications or applications in a language other than English or Spanish can be requested by emailing your name, address, and requested language if applicable to info@ebikeincentives.org. Your application will be marked submitted using the U.S. mail postmark date used via mail, or the email timestamp if returned via email. Paper applications can only be returned from Dec. 18 to Jan. 1, 2025.

How long does the review process take?

The process may take up to 60 days after an application for approval, and buyers must receive the voucher before purchasing a bike; the voucher cannot be applied retroactively.

Once approved, applicants will be required to watch a rider safety video in order to receive a voucher. 

Which e-bikes are eligible? 

The vouchers apply to bikes with motors of 750 watts or less. A full list of eligible e-bikes is available at ebikeincentives.org.

How much do e-bikes cost?

Prices for e-bikes range from about $600 to around $4,000, according to Consumer Reports.

Other estimates put the average price at about $2,000.

What can I use the voucher for?

The voucher can be applied to the cost of a qualified e-bike and e-bike related accessories including helmet, bike lock, racks and baskets, fenders, mirrors, reflective clothing, lights, and assembly and delivery fees.

Eligible accessories must be purchased at the same time as the voucher redemption for the e-bike. The incentive voucher cannot be used in a separate purchase of e-bike accessories.

The voucher can then be used at an approved retailer, the air resources board said. 

Incentive vouchers must be redeemed within 45 days of the date that the approval notification was issued. A one-time extension of 45 days may be requested in the case that an e-bike is unavailable within the first 45-day window.

Will there be a waitlist?

According to the program website, a waiting or reservation list will only be created if there is a short amount of time expected between when funding is depleted and new funding becomes available.  Information about any potential future waiting or reservation list will be provided on the program website.

What if I don't make today's application window? 

An application window will be opened every 3-4 months, with 1,500 incentive vouchers awarded during the first window. Additional window information will be announced in the future.
