California Governor Gavin Newsom wants to bring back the individual mandate that all Californians buy health insurance.

If we do, he said, everyone's premiums would go down.

"We got to stabilize our insurance market, the vandalism of the Trump Administration with getting rid of the individual mandate has increased your premiums…increased the premiums of every single person," Newsom said.

Newsom estimates that the state would raise $330 million from bringing back the mandate, and could use that money to subsidize the healthcare of middle to low-income individuals.

The Governor is touring the state all week pushing what he calls "California for All." They are a series of proposals in his budget he's hoping the state legislature will support. Among the most controversial? Newsom wants to expand Medi-Cal coverage to undocumented young adults 26 years old or younger.

He talked about the proposal during a taping for the political talk show "The Issue Is: with Elex Michaelson."

Michaelson asked why California taxpayers should pay for healthcare for the undocumented when they can barely afford healthcare for citizens?

"Well, they are already doing it. They're doing it universally and it's called sick care in every emergency room in the state of California, said Newsom. "The perversity of that, I think, the reverse of that, is why should we spend so much on the backend when we could spend more on the front end? Universal healthcare means universal healthcare for everybody."

Newsom pushed back on those who suggest healthcare benefits will be a magnet for more undocumented people to travel to California.

"It's just made up. It's hyperbole. These are assertions," he said.

Newsom pointed to his time as mayor of San Francisco when he expanded to the undocumented. He said that did not draw in more people without legal status.

The Governor is hoping to convince the California Assembly and Senate to support his proposals by their June budget deadline.
