The measure passed after a contentious debate and opposition from the county's CEO, who said it would hamstring future boards, as well as dissent by Supervisor Kathryn Barger.

The motion instructs the County CEO and County Counsel to draft an ordinance to get this on the November ballot.

This will be voted on at next Tuesday's meeting on July 28.

CEO and Counsel expressed budgetary and legal concerns.

Barger said this was rushed and not vetted.
