LOS ANGELES - The Board of Supervisors has voted 4-1 on Tuesday to draft a charter amendment for the November ballot that would require that a minimum of 10% of L.A. County's unrestricted general funds be spent on direct community investment and alternatives to incarceration.

A budget battle between the LA County Sheriff's Department and the LA County Board of Supervisors gets intense during a vote on Tuesday.
The measure passed after a contentious debate and opposition from the county's CEO, who said it would hamstring future boards, as well as dissent by Supervisor Kathryn Barger.
This will be voted on at next Tuesday's meeting on July 28.
CEO and Counsel expressed budgetary and legal concerns.
Barger said this was rushed and not vetted.
