Civil rights lawsuit filed against LA County deputies seen on video using excessive force on man

Video out of Long Beach shows sheriff deputies using excessive force after pulling a man over for allegedly having expired tags. A civil rights lawsuit has now been filed. FOX 11's Jessica Oh spoke to the victim.
