Understanding LA's Measure HLA

Voters will soon decide on Measure HLA, which would require the city to redesign hundreds of miles of streets as part of an effort to make them safer for pedestrians and cyclists. Campaign manager Michael Schneider joined FOX 11 to explain why HLA is the answer.
