20 looters arrested, Sheriff Luna says

Sheriff Robert Luna says 20 people have now been arrested for allegedly looting in the various fire areas in the county. "Unfortunately, I expect that to go up," Luna says, adding that deputies will begin arresting anyone who is in an evacuation area without authorization.
