Some Torrance apartment residents outraged over deplorable living conditions

Residents of a Torrance apartment complex are outraged over what they say are deplorable living conditions that management won’t fix. They say the apartments are full of mold, and there are cracks in the structure. There is one tenant that is speaking up on behalf of himself and his neighbors.
