Her mother suffered minor to moderate injuries in the shooting and was listed in stable condition, officials said.
There was a delay in response because officials needed to determine if the 911 caller heard gunshots or fireworks, said police.
The shooting is under investigation but officials do not believe it was a random act of violence, according to Chief Andrew Salinas with the Port Hueneme Police Department.
Fire officials are also investigating how emergency crews responded to the 911 calls.
