FBI Director James Comey said the most difficult part of tracking ISIS is its ability to inspire lone wolves. In a speech at Fordham University's Lincoln Center campus, Comey said ISIS is the greatest physical threat to U.S. citizens.

The FBI's mission is more like finding the hay that will eventually become a needle rather than finding a needle in a haystack, he said. Comey said the U.S. and its allies will eventually be successful in defeating ISIS in the Middle East but, out of that will come a future threat to the U.S. He said not all ISIS followers will die on the battlefield and many will flee to Western Europe.

Comey reflected on history as an indicator. He said a lot of terrorists flowed out of Afghanistan in the 1980s and 1990s. He said this is 10 times that or more.

After ISIS claimed responsibility for the killing of an 85-year-old priest in Normandy, France, Pope Francis said the world is at war. He said it is not a religious war, but a war for money, resources, and domination over people.
